This is normal though since the hardware is designed to prevent damage and automatically limits processor speed when overheating is detected. It is quite common for systems that are forced into the minimal CPU speed to take what seems an excessive time to perform tasks. Laptops are much more susceptible to this issue than desktops due to smaller component sizes and smaller air flow passages. If this is a desktop, or even a laptop, the first thing I would look at would be possible dust or lint blocking airflow and cooling in the system. Overheating can be spiked and the monitors may never show it since they usually are intermittent in terms of sampling in seconds which would allow the spikes between samples. The above indicates that the system detected overheating of some device (probably the CPU). You tell us nothing about the system so hard to speculate without adequate information.
